Nora Devine has been working with Steve Pearlman since 2003. Prior to joining Steve’s private law practice, she had accrued four years of real estate experience at a real estate transactional firm and with a real estate developer. Nora also clerked for the real estate tax division of the Cook County State’s Attorney’s Office while she was pursuing her law degree.

Property owners in Cook County and its surrounding counties rely on Nora to negotiate the lowest real estate tax assessments possible. Nora has represented clients before most local township assessors and Boards of Review in the Chicagoland area. Nora has successfully settled many cases prior to hearing. She also has extensive experience taking cases through the entire hearing process at all levels of appeal. Nora also regularly advises clients on structuring prospective purchases to proactively minimize their real estate tax exposure. Nora has amassed the market knowledge, legal expertise, relationships, and policy perspective necessary to produce the best results possible.

Nora is a frequent presenter on real estate tax topics. She is active in her local bar associations as well as most local, national, and international associations for real estate tax professionals.

She has researched and presented on omitted assessments (back taxes) and the unlicensed practice of law. As legislative liaison and committee chair to the Chicago Bar Association, she has kept a large committee of property tax attorneys abreast of legislative developments in her state for more than two years.

Nora is a member of the Chicago Bar Association (CBA), the Illinois State Bar Association (ISBA), the Women’s Bar Association of Illinois (WBAI), the International Association of Assessing Officials (IAAO), and The Institute for Professionals in Taxation (IPT). She is current chair of the CBA’s committee on real estate tax assessments and is currently appointed to the ISBA’s Section Council on State and Local Taxation. Nora currently chairs the CBA’s Young Lawyers’ Section Real Estate Committee and serves on the YLS Executive Council. She has also appeared several times in the CBA’s annual theatrical performance, “Christmas Spirits” – also known as “The Bar Show.” She recently authored a chapter on specific objection tax complaints for the Illinois Institute of Continuing Legal Education’s (IICLE) real estate tax publication (PDF). Nora is active in alumni relations and she also was elected to the Board of Governors for the Catholic Lawyers Guild of Chicago.

Nora is admitted to the Illinois bar and admitted to practice in the U.S. District Court for the Northern District of Illinois.
